Why do bid teams try Copilot for tenders?

In our sales calls we hear the same story again and again. Copilot is already switched on across the organisation, so it seems obvious to use it for the next tender too. Often it is the Premium licence, which can reach your files in SharePoint, OneDrive and Teams.

That is exactly where a common problem starts. When you ask Copilot to draft an answer, it searches everything you have access to. That includes past bids for other contracting authorities, old versions and drafts that were never submitted. Bid teams tell us Copilot then pulls in passages from a different tender: another buyer's name, a commitment that does not apply to this lot, or an approach written for different award criteria. It is easy to miss when reading, and it costs marks at evaluation.

What is Microsoft Copilot?

Microsoft describes Microsoft Copilot, previously Microsoft 365 Copilot, as an AI assistant for work in Microsoft 365. According to Microsoft:

  • Apps. Copilot works in Word, Excel, PowerPoint, Outlook and Teams, and in its own Copilot app.
  • Work data. With the Premium licence, Copilot automatically uses web data and work data through Microsoft Graph. Access follows each user's own permissions.
  • Basic licences. Without Premium, Copilot Chat mainly works with web data. You upload your own files or work with content you have open.
  • Data protection. Prompts and responses are covered by Microsoft's enterprise data protection, and Microsoft states that data accessed through Microsoft Graph is not used to train foundation models.

Copilot is a tool for every employee. It has no tender logic of its own: award criteria, evaluation methodology, clarification questions and forms are all down to your prompts.

What is TenderRender?

TenderRender is an AI platform for public sector tender responses:

  • Analyse. The AI reads the tender pack and answers your questions, with a citation that opens the right page.
  • Clarification questions. TenderRender proposes questions with its reasoning, for example where the specification and the appendices contradict each other.

  • Find. Tenders in the Netherlands, Belgium and Germany, with an AI match score from 1 to 5 and a daily email.

Why does Copilot pull in passages from other tenders?

Copilot is designed to find the most relevant content across everything you work with. For an email or a set of minutes, that helps. A tender response has a narrow context: one contracting authority, one lot, specific award criteria. Text that scored well elsewhere can be wrong here.

TenderRender keeps those layers apart. The tender pack for this procurement sets the frame. Your bid library supplies evidence and wording, and the colour of each passage shows where it came from. Before drafting, the AI asks about your actual approach for this contract, so the response stays specific to this tender.

Who is each tool for?

Microsoft Copilot suits you if you want AI for the whole workforce, bid only occasionally and mainly need help with emails, summaries and presentations.

Can I write tenders with Microsoft Copilot?

For individual passages, yes. But Copilot has no notion of evaluation methodology or tender forms, and with the Premium licence it can reuse content from past bids for other buyers. Check where every passage comes from.
