What is tender analysis?
A public tender rarely arrives as one document. There are instructions to tenderers, a specification, a draft contract, a pricing schedule, appendices and forms, often several hundred pages in total. Tender analysis is the work of reading all of that and answering the questions your team needs answered before it commits:
- What exactly is the contracting authority buying, and in which lots?
- Which selection criteria and exclusion grounds apply, and do we meet them?
- How will the response be evaluated, and what is the weighting between price and quality?
- Which deadlines matter: clarification questions, submission, site visits?
- What risks sit in the contract terms?
- Which documents do we need to submit, and when?
Most teams do this by hand, with a highlighter and a spreadsheet. It works, but it takes the most experienced person on the team a day or more per tender, and the answers live in their head.
Why does manual tender analysis take so long?
The answers are scattered. A minimum turnover requirement sits in the instructions, the insurance level in the draft contract, and a lot-specific exception in an appendix. Documents also contradict each other: the specification says one thing, the pricing schedule another. Finding those contradictions is exactly the work that tends to get skipped under time pressure, and then surfaces after the clarification deadline.

How does AI tender analysis work?
AI tender analysis reads the full set of tender documents and answers a structured set of questions about them. A good implementation does four things.

Is tender analysis the same as tender evaluation software?
Not quite. Tender evaluation software is often used by contracting authorities to score incoming bids. Bidders use tender analysis to understand a tender before they respond. The two meet at one point: the award criteria.
