How do public tenders work in Indonesia?

Indonesian ministries, agencies and regional governments buy under Presidential Regulation (Perpres) 16/2018, last amended by Perpres 46/2025, with LKPP as the policy authority. Purchases run electronically through INAPROC: the e-Katalog for listed items and the SPSE e-tendering system, operated by local LPSE units, for tenders. Foreign companies can only take part directly in international procurements above high value thresholds and must partner with an Indonesian company.

Law and buyers

Government procurement is regulated by Perpres 16/2018 on Pengadaan Barang/Jasa Pemerintah (government procurement of goods and services), amended by Perpres 12/2021 and by Perpres 46/2025, which was signed and took effect on 30 April 2025. LKPP (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah) sets policy, issues implementing regulations, manages the electronic catalogue and develops the e-procurement systems. Each ministry, agency and provincial, regency or city government has a procurement unit (UKPBJ) and an electronic procurement service (LPSE). The rules give strong priority to domestic products and to micro and small enterprises: at least 40 percent of the goods and services budget must go to products of micro and small enterprises and cooperatives, and packages for goods, construction and other services up to IDR 15 billion are in principle reserved for them. Projects funded by foreign loans or grants can follow the lender's rules.[1][2][3][4]

Where tenders are published

Procurement is electronic. Items listed in the Katalog Elektronik (e-Katalog, now version 6 on INAPROC) must be bought through e-purchasing, unless volume, specification, timing or efficiency require another method. Tenders, selections and announcements run on SPSE (Sistem Pengadaan Secara Elektronik), the national e-tendering system operated by the LPSE of each institution and region. Suppliers need a verified INAPROC account, which covers registration, digital identity and profile verification and access verification; Indonesian businesses enter their business identification number (NIB) and upload documents such as the NIB, tax number (NPWP) and deed of establishment. LKPP is moving users to SPSE version 5 and asked suppliers in June 2026 to register their INAPROC accounts early; older SPSE versions still use the SIKaP account until they are switched off. International procurements are also announced on the institution's website and international community websites.[3][5][6][9]

Procedures and thresholds

For goods, construction and other services the methods are E-purchasing, Pengadaan Langsung (direct procurement for low values), Penunjukan Langsung (direct appointment in specific circumstances, including presidential priority programmes), Tender Cepat (fast tender for suppliers already qualified in the supplier performance system) and Tender (open tender). A Tender is used only when none of the other methods can be applied. Consultancy is bought through E-purchasing, Pengadaan Langsung, Penunjukan Langsung or Seleksi (selection). Offers are evaluated by merit point system, life-cycle cost or lowest price, and submitted in one file, two files or two stages. International procurement, open to foreign firms, is allowed above IDR 1 trillion for construction, IDR 50 billion for goods and other services and IDR 25 billion for consultancy, or below these values when no capable domestic supplier exists.[3]

Documents and language

Qualification is checked against the selection documents (dokumen kualifikasi and dokumen tender or seleksi) and must include supplier performance; suppliers already qualified in the supplier information system do not need to prove qualification again. Selection committees (Pokja Pemilihan) may not add discriminatory or non-objective requirements. Typical evidence includes the business identification number (NIB) and business licences, tax number (NPWP) and tax compliance, deed of establishment, experience and staff qualifications. Bid security and appeal security apply only to construction and integrated works; consultancy needs no bid, appeal, performance or maintenance security. Guarantees can be bank guarantees or surety bonds. Bidders must state local content (TKDN) where required, and supplying imports instead of committed domestic products is sanctioned. Foreign firms in international procurement must form a consortium, subcontract or other cooperation with an Indonesian company.[3][5]

Deadlines, award and challenges

The Perpres does not fix minimum tender periods; schedules must give committees and bidders enough time for the complexity of the work, and detailed timelines are set in LKPP implementing regulations and in the tender documents. A tender or selection runs through qualification, announcement, registration, clarification meeting, submission, evaluation, announcement of the winner and objection (sanggah); for construction there is also an appeal stage (sanggah banding), which requires an appeal security. Price preference of up to 25 percent is given to goods and other services with at least 25 percent local content in tenders and e-purchasing mini-competitions above IDR 1 billion. For consultancy, technical and price clarification and negotiation follow the objection period. Contract disputes can be brought to LKPP's dispute settlement service, and sanctions include blacklisting on the national blacklist.[3][7]

How to win a tender in Indonesia

Indonesian tenders for goods, construction and other services are evaluated by one of three methods in Perpres 16/2018: sistem nilai (merit points), which weighs technical quality and price; life-cycle cost; or harga terendah (lowest price), where price decides only among offers that meet the technical requirements. Consultancy is selected on quality and cost, quality only, a fixed budget or lowest cost. The selection committee (Pokja Pemilihan) checks the requirements in the tender document and may not add discriminatory ones. Every tender has a Pemberian Penjelasan, the clarification stage on SPSE, often called aanwijzing: use it to clear up unclear specifications before you price, and check SPSE afterwards for any changes to the documents. To know the buyer, read its Rencana Umum Pengadaan (procurement plan) on SIRUP and earlier winner announcements on SPSE. Write in Indonesian, follow the required format and support each criterion with experience, staff qualifications and local content (TKDN) figures. False documents, price collusion or offering imports instead of declared domestic products lead to sanctions up to the national blacklist. After the winner is announced you can file a sanggah (objection) within the period shown in SPSE; for construction a sanggah banding to the budget holder follows.[3][7][8][9]

  1. Check which evaluation method the tender uses before you plan your offer.
  2. Read the buyer's procurement plan on SIRUP and earlier winner announcements on SPSE.
  3. Raise every unclear point in the Pemberian Penjelasan and check SPSE for changes.
  4. Answer each requirement in Indonesian, in the required format, with evidence.
  5. Document local content (TKDN) and never swap committed domestic products for imports.
  6. File a sanggah within the period in SPSE if the evaluation looks wrong.

Tips for bidders

Create and verify your INAPROC account well before the first deadline, because registration involves several verification steps and LPSE checks. Get your products into the e-Katalog if you sell standard items, as listed items must normally be bought there. Foreign firms should look for international procurements or donor-funded projects, or partner with an Indonesian company in a consortium or as subcontractor, and plan for transfer of technology and use of local experts, which international contracts must include. Calculate and document local content (TKDN) carefully, since it drives preferences and sanctions. Read every tender document in Indonesian closely, use the clarification meeting (pemberian penjelasan) to ask questions, and file any objection within the period stated in SPSE.[3][5][6]

Frequently asked questions

Where are public tenders in Indonesia published?

On SPSE, the national e-tendering system on INAPROC operated by the LPSE of each ministry, agency and regional government. Listed items are bought through the Katalog Elektronik (e-Katalog).[3][9]

Do I need to register?

Yes. Suppliers need a verified INAPROC account (akun.inaproc.id), with business data such as the NIB, NPWP and deed of establishment, to take part in SPSE tenders and e-Katalog sales.[5][6]

What are the thresholds?

Direct procurement (Pengadaan Langsung) is allowed up to IDR 200 million for goods and other services, IDR 400 million for construction and IDR 100 million for consultancy. Packages for goods, construction and other services up to IDR 15 billion are in principle reserved for micro and small enterprises and cooperatives.[3]

Can foreign companies bid?

Directly only in international procurement, which applies above IDR 1 trillion for construction, IDR 50 billion for goods and other services and IDR 25 billion for consultancy, or below that if no capable domestic supplier exists. Foreign firms must cooperate with an Indonesian company.[3]

In which language do I bid?

National tender documents on SPSE are in Indonesian, so plan for bids and supporting documents in Indonesian. In international procurement the documents are at least in Indonesian and English, and the Indonesian text prevails if they differ.[3]

How much time do I have to submit a bid?

The Perpres sets no fixed minimum; the schedule in SPSE must give enough time for the complexity of the work, so check the deadline in each tender announcement.[3]

What is TKDN?

Tingkat Komponen Dalam Negeri is the local content level of a product. Buyers must use domestic products with at least 25 percent TKDN where products with TKDN plus company benefit weight (BMP) of at least 40 percent exist, and goods and other services with at least 25 percent TKDN can receive a price preference of up to 25 percent in tenders and e-purchasing mini-competitions above IDR 1 billion.[3]
