Law and buyers
The Luật Đấu thầu No. 22/2023/QH15 took effect on 1 January 2024 and has been amended by Law No. 57/2024/QH15, in force since 15 January 2025, and Law No. 90/2025/QH15, in force since 1 July 2025. The Law leaves details such as minimum bid preparation times to Government decree. Decree 214/2025/NĐ-CP of 4 August 2025 details contractor selection and replaced Decree 24/2024/NĐ-CP; Decree 349/2026/NĐ-CP of 9 September 2026 amended it again, among other things raising the direct contracting limits. Policy responsibility lies with the Ministry of Finance and its Public Procurement Agency (Cục Quản lý đấu thầu) since the Ministry of Planning and Investment was merged into it in 2025. The rules cover procurement with state funds, public investment projects and state-owned enterprises, and give preferences to goods of Vietnamese origin, domestic contractors, small enterprises and innovative start-ups.[1][2][3][5]
Where tenders are published
Bidding notices, invitations for expressions of interest and prequalification, bidding documents and contractor selection results are published on the Hệ thống mạng đấu thầu quốc gia (muasamcong), and bidding documents are issued there electronically. Organisations register an account by submitting an application signed or electronically authenticated by their legal representative, together with their establishment decision, business registration certificate or equivalent documents; individuals of foreign nationality add a copy of their passport. Applications are processed within two working days. After the first year, keeping a contractor's name and capability profile on the system costs VND 330,000 a year, and each bid submitted costs VND 330,000, or VND 220,000 for competitive quotations. Bidders confirm account changes with a digital signature on the system.[1][3][7]
Procedures and thresholds
The main contractor selection methods are open bidding (đấu thầu rộng rãi), restricted bidding (đấu thầu hạn chế), direct contracting (chỉ định thầu), competitive quotation (chào hàng cạnh tranh), direct procurement, self-performance and online price quotation, plus special cases. Open bidding is the default. Direct contracting is allowed in urgent, confidential or other cases listed in the Law and, since Decree 349/2026, for procurement estimates not forming a project up to VND 1 billion, any package within a project up to VND 3 billion. Bidding can be domestic or international; international bidding is used only in the cases listed in the Law, for example when a donor requires it, when domestic contractors cannot meet the requirements or when the goods are not made in Vietnam.[1][5][6]
Documents and language
A bid normally contains a bid form, a joint venture agreement where relevant, evidence of eligibility, capability and experience, the technical proposal and the price proposal, plus a bid security unless the package is exempt. Joint venture agreements must state the specific work and estimated value each member will perform. Eligibility includes legal status, financial independence and not being banned from bidding. In international bidding, foreign contractors generally have to form a joint venture with, or subcontract to, a Vietnamese contractor; this falls away if, after a notice of at least five working days on the national system, no domestic contractor registers for any part of the work. Domestic bidding is in Vietnamese and priced in Vietnamese dong. International bidding uses English, or Vietnamese and English, in which case you may bid in either language.[1][3]
Deadlines, award and challenges
Under Decree 214, bidders get at least 18 days to prepare bids in domestic open or restricted bidding and 35 days in international bidding, counted from the first day the bidding documents are issued until bid closing. For works or mixed packages up to VND 20 billion and goods or non-consulting packages up to VND 10 billion, the minimum is 9 days domestically and 18 days internationally; prequalification and expressions of interest also need at least 9 and 18 days. Evaluation uses lowest price, evaluated price, technical scoring or a combination, with price additions of 7.5 to 15 percent in favour of goods of Vietnamese origin. The investor notifies all bidders of the result within five working days of approval. Bidders can petition on the selection result; petitions go to an Advisory Council, whose cost starts at 0.03 percent of the bid price.[1][3]
How to win a tender in Vietnam
Under the Luật Đấu thầu, bids for goods, works and non-consulting services are ranked by lowest price, evaluated price (including life-cycle costs), a combined technical and price score, or, for strategic technologies, technical score alone; consulting can also use a fixed-price method. Capability and experience are always assessed pass or fail, and where technical proposals are scored the minimum pass mark may not be lower than 70 percent of the technical points. Ask questions as a làm rõ hồ sơ mời thầu request on muasamcong, the national system; clarifications and amendments to the bidding documents are published there, so check them before you bid. To know the buyer, read its selection plans and earlier results (kết quả lựa chọn nhà thầu) on muasamcong. Answer every criterion with verifiable contract references and keep your capability profile on the system current. A bid fails if it is invalid, misses the capability or technical requirements, has shortfall deviations above 10 percent of the bid price or exceeds the approved package price; an abnormally low price for works must be justified. The result notice states why you lost, and you can ask for an explanation or file a kiến nghị (petition).[1][3][7]
- Find the evaluation method and technical pass mark in the bidding documents.
- Read the buyer's selection plans and earlier results on muasamcong.
- Send làm rõ requests through the system and check every amendment before closing.

Tips for bidders
Register on the Hệ thống mạng đấu thầu quốc gia and get a digital signature well before the first deadline, since all steps run online. Monitor muasamcong for international bidding and donor-funded projects, which are the main entry points for foreign firms. Line up a Vietnamese joint venture partner or subcontractor early, because international bidding usually requires one, and expect evaluation preferences for Vietnamese goods and domestic bidders. Read Vietnamese bidding documents carefully or use professional translation, and ask clarification questions within the time allowed. Keep an eye on legal changes: the Law was amended in 2024 and 2025, and Decree 214 was amended again in September 2026, so check which version applies to a given tender.[1][6][7]

Where are public tenders in Vietnam published?
On the Hệ thống mạng đấu thầu quốc gia (muasamcong), where notices, bidding documents and contractor selection results are posted and bids are submitted.[1][7]
Do I need to register?
Yes. Bidders register an account on the national system with their business registration documents; foreign individuals add a passport copy. From the second year an annual fee of VND 330,000 applies, plus a fee of VND 330,000 per bid (VND 220,000 for competitive quotations).[3]
What are the thresholds?

Mainly in international bidding, which is used only in the cases listed in the Luật Đấu thầu. Foreign contractors then generally have to form a joint venture with or subcontract to a Vietnamese contractor.[1]
In which language do I bid?
Domestic tenders are in Vietnamese. International tenders use English, or Vietnamese and English, in which case you may choose either language.[1][3]
How much time do I have to submit a bid?
At least 18 days for domestic and 35 days for international open or restricted bidding, or 9 and 18 days for works and mixed packages up to VND 20 billion and goods and non-consulting packages up to VND 10 billion.[3]
Is there a preference for Vietnamese goods?
Yes. In evaluation, 7.5 or 10 percent, depending on the domestic cost share, is added to the price of goods that do not qualify for preference, and 15 percent when competing with innovative Vietnamese products.[3]
