Why do proposal teams try Copilot for bids?

On our sales calls we hear the same story over and over. Copilot is already rolled out across the company, so it seems natural to use it on the next RFP too. Often it is the Premium license, which reaches your files in SharePoint, OneDrive and Teams.

That is exactly where a common problem starts. When you ask Copilot to draft a section, it searches everything you have access to. That includes past proposals for other agencies, old versions and drafts that were never submitted. Teams tell us Copilot then pulls in passages from a different bid: another agency's name, a commitment that does not apply to this contract, or an approach written for different evaluation criteria. It is easy to miss on a read-through, and it costs points with evaluators.

What is Microsoft Copilot?

Microsoft describes Microsoft Copilot, formerly Microsoft 365 Copilot, as an AI assistant for work in Microsoft 365. According to Microsoft:

  • Apps. Copilot works in Word, Excel, PowerPoint, Outlook and Teams, and in its own Copilot app.
  • Work data. With the Premium license, Copilot automatically uses web data and work data through Microsoft Graph. Access follows each user's own permissions.
  • Basic licenses. Without Premium, Copilot Chat mainly works with web data. You upload your own files or work with content you have open.
  • Data protection. Prompts and responses are covered by Microsoft's enterprise data protection, and Microsoft states that data accessed through Microsoft Graph is not used to train foundation models.

Copilot is a tool for every employee. It has no bid logic of its own: evaluation criteria, Q&A, compliance and forms are all up to your prompts.

What is TenderRender?

Why does Copilot pull in passages from other bids?

Copilot is designed to find the most relevant content across everything you work with. For an email or meeting notes, that helps. A proposal has a narrow context: one agency, one contract, specific evaluation criteria. Text that scored well on another pursuit can be wrong here.

TenderRender keeps those layers apart. The RFP for this pursuit sets the frame. Your content library supplies evidence and wording, and the color of each passage shows where it came from. Before drafting, the AI asks about your actual approach for this contract, so the proposal stays specific to this bid.

Who is each tool for?

Microsoft Copilot fits you if you want AI for the whole workforce, bid only now and then and mainly need help with email, summaries and presentations.
