In short
The best RFP software depends on what you answer. For high volumes of repeat questions, such as security questionnaires, DDQs and commercial RFPs, library-based platforms like Loopio and Responsive, or newer AI-first tools like Inventive AI and Arphie, are built for the job. For public-sector tenders, where each bid is scored against award criteria and written in long narrative answers, a tool built for tenders fits better: AutogenAI for large proposal teams writing a lot of new content, and TenderRender for teams bidding on public tenders in the Netherlands, Belgium and Germany who want analysis, writing, forms and review in one workflow. DeepRFP is the low-cost self-service option for small teams.
This comparison is published by TenderRender; we make one of the tools discussed. Claims about other vendors are based on their own websites, checked on October 15, 2026. It is not an independent test. Products change, so check the current position with each vendor.
RFP software vs tender software: two different jobs
"RFP software" covers two kinds of work that look alike but are not.
Commercial RFPs and questionnaires. A sales or proposal team answers hundreds of questions, many of which come back in every request: company details, security controls, data protection, product features. Success depends on giving fast, consistent, approved answers. The core of the software is a content library: a central set of approved answers with owners, review dates and AI that finds and adapts the right one.
Public-sector tenders. A bid team answers a few questions in depth, each scored by an evaluation panel against published award criteria. In the US that is a federal solicitation under the FAR or a state or local RFP; in the EU it is a tender under Directive 2014/24/EU. The tender pack can run to hundreds of pages, contains knock-out requirements and forms such as representations or, in Europe, the ESPD, and rewards answers written for this buyer. Reusing a library answer word for word usually scores poorly. The software has to read the documents, find the evidence and help write and test a new answer.
| Commercial RFPs and questionnaires | Public-sector tenders | |
|---|---|---|
| Typical volume | Many requests, many short questions | Fewer bids, a few long scored answers |
| How you win | Speed, consistency, approved content | Score per award criterion, evidence, price |
| Biggest risk | Outdated or inconsistent answers | Missing a requirement, generic answers |
| Core of the tool | Q&A library, workflow, integrations | Document analysis, writing, review, forms |
| Typical output | Filled questionnaire or portal | Word documents, forms, price schedule |
Most teams have a center of gravity in one column. Choose a tool built for that column.

Loopio: the reference for answer libraries
Loopio describes itself as AI RFP software for RFPs, RFIs, DDQs and security questionnaires. According to its website, teams import questions from documents or web-based portals, organize them and auto-fill answers from the library to get a first draft in minutes. Loopio lists SOC 2 Type II certification, encryption in transit and at rest, hosting on AWS and SSO.
Loopio is a strong choice when the same questions come back in every request and you need many colleagues to keep approved answers current. The flip side is the library: it is only as good as the people who maintain it. For a direct comparison, read TenderRender vs Loopio.
Responsive: response management at enterprise scale
Responsive (formerly RFPIO) positions itself as a "strategic response management" platform. Its website describes AI that drafts answers from your best content, guided by subject matter experts, for RFPs, security questionnaires and buyer questions, with workflows for bid and proposal managers, sales, InfoSec and other teams. It also highlights a TRACE Score that, according to a customer quoted on the site, shows whether all parts of a question are answered.
Responsive fits organizations where many departments contribute to many requests. Ask how many users need to work in it and who maintains the content. See TenderRender vs Responsive.
Inventive AI and Arphie: AI-first, less library work
A newer group of tools starts from AI agents rather than a manually curated library. Inventive AI says its agents learn from past responses and connected sources (Google Drive, OneDrive, SharePoint, web pages) and integrates with Salesforce, Slack, Notion, Confluence and Zendesk. It lists SOC 2 compliance and GDPR and CCPA adherence. Arphie says its AI shows the exact sources and a confidence level for each answer, does not use customer data to train models, is SOC 2 Type 2 compliant and supports SAML SSO for enterprise customers.
Both are aimed at commercial RFPs and questionnaires. They are worth a trial if library maintenance is your main pain. For public tenders, test them on a long, criteria-scored question rather than a short factual one.
AutogenAI: proposal writing for large teams
AutogenAI focuses on writing. According to its website, it supports proposal writing, grant writing and RFP management, with workflows from qualification to submission and knowledge management that retrieves and adapts your content. It quotes customers such as Serco and, for US federal contractors, says it is FedRAMP High authorized.
For large US and international proposal teams, including federal contractors, that write a lot of new narrative content, AutogenAI is a serious option. Compare it with any other tool on the same tender: requirement coverage, evidence, style, Word output and correction time. See TenderRender vs AutogenAI.
DeepRFP: the low-cost self-service option
DeepRFP targets small business owners, proposal consultants and lean proposal teams. Its website describes one workspace per opportunity where you upload the RFP, forms and past proposals, run RFP analysis and compliance checks, draft in DOCX, build compliance matrices in XLSX and review before submission. It offers a seven-day free trial without a credit card.
That makes it easy to try without a sales process. Test whether it handles your templates, forms and team collaboration before you commit.
TenderRender: built for public tenders
TenderRender is an AI bid management platform for teams that answer public-sector tenders. It starts from the tender pack rather than from a Q&A library:
- Analysis with sources. Briefing, key dates and a requirements list with knock-out marking, each finding linked to the page in the tender document.
- Clarification questions. Proposed questions about ambiguities and contradictions, with reasoning and source location, exported to Excel.
- Writing. Autopilot writes a first version of the submission documents from the tender documents, your Library of previous bids and Brain, a condensed set of your organization's knowledge and writing style.
- Forms. Form Autopilot fills Word, PDF and Excel forms such as the ESPD from verified facts; signatures stay with you.
- Review. A score per award (sub)criterion with weaknesses and concrete suggestions, as a second opinion before you submit.
- Word. Placement into your own Word template and a Microsoft Word add-in.
Automated tender search covers Dutch, Belgian and German sources, not SAM.gov or US state portals; you can upload documents from any solicitation, and the AI writes in American or British English, Dutch, German, French or Italian. TenderRender is ISO 27001 certified and does not train on your data. On its website, TenderRender reports an observed 49% win rate on completed projects where a team used it to write or review, based on outcomes customers recorded; that is a measurement, not a promise. It is not the right fit if you respond to fewer than five bids a year or your bids are purely price-based.
Which RFP tool fits which situation?
| Your situation | Best starting point | Why |

| You do not want to maintain a library by hand | Inventive AI or Arphie | AI drafts from connected sources, with sources shown |
| Large proposal team writing new narrative bids, including US federal | AutogenAI | Writing-focused platform for proposal teams |
| Public tenders in the Netherlands, Belgium or Germany | TenderRender | Analysis, clarification questions, writing, forms and review against award criteria |
| Small team or consultant testing on a budget | DeepRFP | Self-service with a free trial |
| A handful of RFPs a year | ChatGPT or Copilot | No new tool; you organize the process yourself |
How to test RFP software fairly
A vendor demo shows the best case. Use one recent RFP or tender where you know the final answer and, ideally, the score.
- Give every vendor the same documents and the same approved sources.
- Count what the tool finds: questions, requirements, deadlines and documents to submit.
- Check the evidence: is every claim traceable to a source you trust?
- Measure the correction time on the first draft, not just how fast it appears.
- Test the output format: Word template, Excel form or web portal.
- Add up the real cost: licenses, onboarding, library maintenance and human review time.
The best tool is the one that leaves the least repair work and the strongest answer you can verify.
Frequently asked questions
What is RFP software?
RFP software helps teams respond to requests for proposals and similar requests such as RFIs, DDQs and security questionnaires. Most tools combine a content library, AI drafting and collaboration. Some, built for public tenders, add document analysis, form filling and review against award criteria.
What is the best RFP software for public-sector bids?
For public tenders scored on award criteria, choose a tool built for tenders over a pure Q&A library. AutogenAI is a strong option for large proposal teams, and TenderRender is built for teams bidding on public tenders in the Netherlands, Belgium and Germany.
Is Loopio or Responsive better?
Both are mature library-based platforms for repeat RFPs and questionnaires. Responsive positions itself as a platform for every team in the organization; Loopio puts its content library and auto-fill at the center. Trial both on the same request and compare the maintenance effort.
Can ChatGPT replace RFP software?
For occasional RFPs, often yes, if an experienced user provides the right sources and checks every claim. For a team that answers requests every week, ChatGPT does not organize your library, workflow or review. Read why ChatGPT falls short for government bids.
Is there free RFP software?
DeepRFP offers a seven-day free trial without a credit card, according to its website. Most enterprise vendors, including Loopio, Responsive and TenderRender, work with demos and quotes.
