# How does procurement work at the World Bank?

Most World Bank business is not bought by the Bank itself: in Investment Project Financing the borrowing government or its implementing agency runs the tender under the Bank's Procurement Regulations for IPF Borrowers, and the Bank publishes notices and reviews key steps. Separately, the World Bank Group buys goods and services for its own offices through Corporate Procurement, which requires supplier registration.

## Rules and buyers

Two different buyers sit behind the World Bank name. Most opportunities are project contracts: under the Procurement Framework in force since July 2016, a borrower such as a ministry, utility or project implementation unit buys goods, works, non-consulting and consulting services and must follow the Procurement Regulations for IPF Borrowers, currently the Seventh Edition of September 2025. The Bank does not sign these contracts; it agrees the Procurement Plan, issues Standard Procurement Documents and checks larger contracts through prior review, with the rest subject to post review. The second buyer is World Bank Group Corporate Procurement, which according to the Bank's supplier guidance spends around USD 2 billion a year on goods, services, works and consulting for its headquarters, more than 130 offices and support to lending operations.

## Where tenders are published

For project contracts, the borrower first sends a General Procurement Notice that the Bank publishes on its external website; for open international competition the Bank also publishes each Specific Procurement Notice, while the borrower advertises nationally on a free-access website, a national newspaper or the official gazette. Search them under Business Opportunities and Procurement Notices on projects.worldbank.org and set up procurement email alerts. Procurement Plans, prepared in the Bank's STEP tracking tool, are also published and show what is coming. UN Development Business (UNDB), long used for these notices, ceased all activity on 31 March 2025. You obtain documents and submit to the borrower as the notice instructs. For Corporate Procurement, new suppliers apply through the Vendor Management Portal, and consulting opportunities run through WBGeProcure RFx Now, which replaced eConsultant2.

## Procedures and thresholds

For goods, works and non-consulting services the approved methods are Request for Bids, Request for Proposals, Request for Quotations and Direct Selection, with options such as prequalification, two-envelope bidding, best and final offer, negotiations and competitive dialogue. Consulting firms are selected by Quality and Cost Based Selection, Fixed Budget, Least Cost, Quality Based, Consultant's Qualifications Based Selection or Direct Selection, with separate rules for individual consultants. Whether a contract goes to the international or the national market depends on indicative country thresholds set by the Bank, ranging for works from USD 1 million to USD 50 million, unless the project's market analysis and Procurement Plan justify otherwise. Separate risk-based thresholds decide when the Bank reviews a contract before award, for example works from USD 5 million in high-risk projects and USD 10 million in other projects.

## Documents and language

The Bank permits eligible firms and individuals from all countries to compete, and a borrower may only reject a bidder for reasons linked to capability, resources or conflict of interest. Exceptions apply where the borrower's country prohibits commercial relations with a country or applies a UN Security Council Chapter VII decision, and firms on the World Bank Listing of Ineligible Firms and Individuals are excluded. International competitive procurement uses the Bank's Standard Procurement Documents in English, French or Spanish, as the borrower chooses; national procurement may use the national language. Expect qualification and experience evidence, a bid security or bid-securing declaration where required, and, for the winner of an internationally competed contract, a Beneficial Ownership Disclosure Form that is published with the award. For international works, bidders must commit a minimum share of labour cost to local labour.

## Deadlines, award and challenges

The minimum preparation period for open international competitive procurement is 30 Business Days unless agreed otherwise with the Bank, and firms normally get at least 10 Business Days to send an expression of interest for consulting assignments. Contracts go to the Most Advantageous Bid or Proposal. In international competition with Standard Procurement Documents, non-price Rated Criteria are mandatory except for items such as pharmaceuticals and commodities, weighted from 10 to 100 percent depending on risk and value. After the Notification of Intention to Award, a 10 Business Day standstill applies; you may request a debriefing within 3 Business Days. Complaints go in writing to the borrower: against the documents at least 10 Business Days before the deadline, against the award within the standstill period. You may copy the Bank.

## Tips for bidders

Track projects before tenders appear: General Procurement Notices and published Procurement Plans show what a borrower intends to buy, and email alerts tell you when notices go live. Look up the indicative threshold for the borrower country to see whether a contract will be competed internationally. Download the relevant Standard Procurement Document early, because its forms, qualification criteria and Rated Criteria shape the whole bid. Study earlier awards in the Contract Awards dataset to learn prices, competitors and successful partners. For contracts above USD 10 million, take part in early market engagement. Check that you, partners and subcontractors are not on the Bank's ineligibility list, and register separately with Corporate Procurement if you also want to sell to the Bank Group itself.

## How to win a tender at the World Bank

In World Bank-financed projects you are evaluated by the borrower, not by the Bank, under the rules of the Standard Procurement Document. In international competition the winner is the Most Advantageous Bid: substantially responsive, qualified and highest ranked. Non-price Rated Criteria are mandatory there, apart from items such as pharmaceuticals and commodities, and are scored in a separate technical envelope with weightings from 10 to 100 percent depending on risk and value, so the quality of your technical proposal matters as much as price. For consulting firms, Quality and Cost Based Selection weighs both the technical proposal and the price. Ask your questions in writing during the clarification period and use the pre-bid conference and site visits when offered. Know the buyer: read the project appraisal documents, the Procurement Plan and earlier awards in the Bank's Contract Awards data. Bids fail on missing forms, unsigned declarations, an invalid bid security, qualification gaps or late submission. After the Notification of Intention to Award, ask for a debriefing within 3 Business Days; it shows where you lost points.

1. Follow the project's Procurement Plan and General Procurement Notice before the tender opens.
2. Study the Standard Procurement Document, qualification criteria and Rated Criteria weightings.
3. Send written clarification requests early and attend any pre-bid conference.
4. Research the borrower and past awards in the Contract Awards dataset.
5. Check forms, signatures, bid security and eligibility of every partner before submitting.
6. Request a debriefing within 3 Business Days of the award notification.

Clarification round: Request for clarification (with pre-bid or pre-proposal conference for complex procurement)

## Frequently asked questions

### Where are World Bank tenders published?

For Bank-financed projects, General and Specific Procurement Notices for open international competition are published on the Bank's website under Business Opportunities and Procurement Notices, and nationally by the borrower. The Bank Group's own purchases appear on the Corporate Procurement website and in WBGeProcure RFx Now.

### Do I need to register to bid?

For project contracts you deal directly with the borrower and follow the instructions in its notice. For the Bank Group's own purchases you must apply as a potential supplier through the Vendor Management Portal, and only approved vendors can be awarded a contract.

### What thresholds apply?

There is no single number. Whether a project contract goes to open international competition depends on indicative country thresholds, for works between USD 1 million and USD 50 million, while separate risk-based thresholds decide when the Bank reviews a contract before award. The Procurement Plan of each project states what applies.

### Who can take part?

Eligible firms and individuals from all countries may compete. Exceptions are firms from countries the borrower's country bans for commercial relations or under a UN Security Council Chapter VII decision, and firms on the World Bank Listing of Ineligible Firms and Individuals.

### In which language do I bid?

In international competitive procurement the documents are in English, French or Spanish, as the borrower chooses. If documents are also issued in the national language, you may bid in either language; national procurement may be in the national language only.

### How much time do I get?

At least 30 Business Days to prepare a bid or proposal in open international competitive procurement unless agreed otherwise with the Bank, and normally at least 10 Business Days to send an expression of interest for consulting services.

### What if I disagree with the award?

Request a debriefing within 3 Business Days of the Notification of Intention to Award and, if needed, send a written complaint to the borrower within the 10 Business Day standstill period. The borrower must respond within 15 Business Days, and you can copy the Bank.
